京士頓街120號破土動工 26層高大樓將成新地標


波士頓華埠公園旁的京士頓街120號,昨(廿一)日舉行破土儀式。預定2014年中,就有一座高26層樓,共240個出租單位的嶄新摩登大樓竣工,成為進入華埠的新地標。
            京士頓街120號又名「圓點精美襪子大樓(Danty Dot)」,是座有113年歷史的大樓,但早在1970年代就因為麻州政府興建高速高路而被斬截一半。益士石(Essex)街和表面(Surface)道交界處因此凹凸不平的大樓磚牆,也在過往車輛及行人面前羞澀了幾十年。
            北美乞臣集團發展商奧瑞朗(Ori Ron)2006年以九百萬元買下該一土地後,就開始進入波士頓華埠,和社區民眾討論發展計劃。2008年取得發展許可,卻遇上全球金融風暴,期間再歷經數次發展計劃變更,去年底和和俄亥俄州克利夫蘭(Cleveland)的森林市企業公司(Forest City Enterprises Inc)去年底達成五五合資協議後,終於在今年六月拆樓,把「圓點精美襪子大樓(Danty Dot)」送進了歷史,整理出一大片空地,準備建造預計耗資一億零五百萬元的新大樓。
            即將新建的這棟樓,由Elkus Manfredi 建築師樓設計,用材混合玻璃、大理石及水泥。設計團隊還包括Perkins Eastman及內部裝潢設計公司RODE Architects Inc.
            根據波士頓重建局資料,這棟大樓的土地面積為14,447平方公呎,樓宇面積為228,865平方呎。有70個停車位。
            昨日的破土儀式,由森林市企業公司董事長Frank C. Wuest在華埠公園的帳篷中按下鈕鍵,京士頓街120號工地,砰砰響起機器重擊土地聲音,做為工程啟動象徵。
      波士頓重建局局長Peter Meade,綠路保護會行政主任布瑞南(Nancy Brennan),華埠社區議會共同主席陳灼鋆等多人,應邀上台致詞,稱讚奧瑞朗等人的堅持努力,期許華埠公園一帶將更形熱鬧、美麗。布瑞南對京士頓街120號將闢出一片佔地約2200平方公呎的戶外空間,與綠路(Rose Fitzgerald Kennedy Greenway)相連,另闢一五千平方呎左右餐廳的設計,更是稱許。
      為符合波市的包容性區域規劃法(inclusionary zoning act),京士頓街120號撥出了四塊地給華人經濟發展協會,供該會在好事福平安街上建造48個可負擔住宅。華經會董事長蔣宗壬昨日在會場透露,估計明年四月可動工。
            昨日有近百人出席京士頓街120號的破土動工儀式,但波市長萬寧路(Tom Menino)因故未出席,華埠出席的人也比預期為少。民意代表則有波市議員林乃肯(Bill Linehan)、麻州眾議員麥家威(Aaron Michlewitz)出席。
           北美乞臣集團透露,新大樓內將有五個左右的可負擔住宅。

When completed in mid-2014, 120 Kingston Street will feature 240 apartment units with floor plans ranging from studios to 3-bedroom units. The project will also enliven the area by providing 4,500 square feet of street level retail space.
”What makes Boston unique is that we create housing opportunities for all of our residents,” said Mayor Thomas M. Menino. “The 120 Kingston Street project will add rental options in a stunning new building on the Greenway to the downtown market, while creating 48 affordable units in Chinatown—strengthening and preserving the community’s cultural fabric.”
“This is truly a remarkable site with wonderful visibility within the neighborhood, great accessibility and impressive views,” said Frank Wuest, president of Forest City Boston. “The 120 Kingston building will be an impressive addition to the Boston skyline that will nicely complement the Greenway and create a great new facet of living in this neighborhood.”
Adjacent to the Rose Fitzgerald Kennedy Greenway, the site is very well located within the city at the nexus of the Financial District, the historic Leather District and Chinatown. Because of the adjacency of the Greenway, residents of 120 Kingston Street will have impressive city views. Residents on the tower’s upper floors will enjoy views of the waterfront and Financial District high rises just to the north.
The tower’s design is a contemporary blend of granite, concrete and convex radius glass which reaches nearly the full height of the building, reflecting a gentle turn in the path of the Greenway at that point. Designed by Elkus Manfredi Architects, the exterior building design team also includes Perkins Eastman and RODE Architects which is handling the design of the interior spaces.
Residents will enjoy a fifth floor amenities level that will include a fitness center, a private lounge area for residents and a multi-purpose studio able to accommodate everything from parties and meetings to yoga classes. The building will also provide three levels of parking for residents.
As part of the overall project, the partnership that is building 120 Kingston Street is contributing funds and deeding four parcels of land to the Chinese Economic Development Council, Inc. (CEDC) for the creation of approximately 48 new housing units at their Oxford Ping-On project, two blocks away in Chinatown. Along with aiding in the creation of much needed affordable housing in the heart of the neighborhood, the 120 Kingston project will also include several affordable housing units on site. 
 “Our project on Kingston will provide added street life and urban vibrancy to this neighborhood,” said Ori Ron, managing partner of Hudson Group North America, LLC. “We’re very happy to be part of this neighborhood transformation.”
Since the 1990’s Hudson Group has developed over 50 residential and commercial condominiums in the nearby Leather District and is well in tune with the pulse of the neighborhood, its amenities and its future potential.
While this is the first development project for Forest City within downtown Boston, the Company has been active in the metro market since 1984. Forest City developed, co-owns and manages University Park at MIT, a highly regarded urban mixed-use, bio-tech/research campus in Cambridge. The 2.3 million total square foot, multi-building project included the adaptive reuse of historic, former industrial buildings, as well as all-new construction of residential, bio-tech/research facilities and commercial spaces including retail, dining, hotel and neighborhood support services. University Park also features an attractive, central green space area.
